Gene that causes a form of deafness discovered

ScienceDaily (Sep. 30, 2012) ? Researchers at the University of Cincinnati and Cincinnati Children's Hospital Medical Center have found a new genetic mutation responsible for deafness and hearing loss associated with Usher syndrome type 1.

These findings, published in the Sept. 30 advance online edition of the journal Nature Genetics, could help researchers develop new therapeutic targets for those at risk for this syndrome.

Partners in the study included the National Institute on Deafness and other Communication Disorders (NIDCD), Baylor College of Medicine and the University of Kentucky.

Usher syndrome is a genetic defect that causes deafness, night-blindness and a loss of peripheral vision through the progressive degeneration of the retina.

"In this study, researchers were able to pinpoint the gene which caused deafness in Usher syndrome type 1 as well as deafness that is not associated with the syndrome through the genetic analysis of 57 humans from Pakistan and Turkey," says Zubair Ahmed, PhD, assistant professor of ophthalmology who conducts research at Cincinnati Children's and is the lead investigator on this study.

Ahmed says that a protein, called CIB2, which binds to calcium within a cell, is associated with deafness in Usher syndrome type 1 and non-syndromic hearing loss.

"To date, mutations affecting CIB2 are the most common and prevalent genetic cause of non-syndromic hearing loss in Pakistan," he says. "However, we have also found another mutation of the protein that contributes to deafness in Turkish populations.

"In animal models, CIB2 is found in the mechanosensory stereocilia of the inner ear -- hair cells, which respond to fluid motion and allow hearing and balance, and in retinal photoreceptor cells, which convert light into electrical signals in the eye, making it possible to see," says Saima Riazuddin, PhD, assistant professor in UC's department of otolaryngology who conducts research at Cincinnati Children's and is co-lead investigator on the study.

Researchers found that CIB2 staining is often brighter at shorter row stereocilia tips than the neighboring stereocilia of a longer row, where it may be involved in calcium signaling that regulates mechano-electrical transduction, a process by which the ear converts mechanical energy -- or energy of motion -- into a form of energy that the brain can recognize as sound.

"With this knowledge, we are one step closer to understanding the mechanism of mechano-electrical transduction and possibly finding a genetic target to prevent non-syndromic deafness as well as that associated with Usher syndrome type 1," Ahmed says.

Other researchers involved in the study include Thomas Friedman, PhD, and Inna Belyantseva, MD, PhD, from the NIDCD; Suzanne Leal, PhD, and her team at Baylor; and Gregory Frolenkov, PhD, and his team at the University of Kentucky.

This study was funded by the NIDCD, the National Science Foundation and the Research to Prevent Blindness Foundation.

Suey Linzmeier has been named executive director of Head Start of Yamhill County. She replaces Michael Eichman, who is retiring after 17 years in the post.

Linzmeier previously served as assistant director and coordinator of the Early Head Start program with the nonprofit, which operates centers in McMinnville, Dayton, Sheridan and Newberg. Before that, she served as a family educator and teacher at the Sheridan center.

Head Start is a federal- and state-funded program that promotes school readiness for children from low-income families. It is currently serving 415 children, pre-natal through age 4, in Yamhill County.

Its programs aim to enhance children?s social, cognitive and emotional development through services involving their health, nutrition, socialization and education. Staff members work closely with families as well as youngsters, focusing on parents as children?s first and most important teachers.

Linzmeier said the best part about Head Start is that it?s not a program just for children. It serves entire families.

?It?s a human development organization,? she said.

She said Head Start staff members work with parents to teach them the skills they need to improve themselves, as well as to become better parents.

Every family has to set goals. As a result, she said, last year 22 Head Start parents earned their GEDs, while others regained custody of children, made down payments on homes or started college.

?We?re the ones who believe in them,? she said. ?A lot of our families didn?t have good situations when they were growing up, and they need to learn how to be really strong parents. We help to teach them.?

Many Head Start parents go on to get good jobs, she said, and some find jobs with Head Start itself. In fact, she said, 30 percent of the local staff members started as parents in the program.

Linzmeier moved to Yamhill County in 2007 from Juneau, Alaska. She had worked in early childhood education during her 25 years there, serving as program manager for the Association for the Education of Young Children Southeast?s child care food program, adjunct professor at the University of Fairbanks and chapter founder of the Alaska Child Care Food Program Sponsor Network and Alaska Family Child Care Association Southeast.

She holds a degree in child development and family studies from the University of Alaska-Fairbanks and a graduate certificate in infant toddler mental health from Portland State University.

As part of her work with Head Start of Yamhill County, Linzmeier has served as liaison to the Yamhill County Commission on Children and Family?s Early Childhood Coordinating Council. The council, a collaborative effort of several agencies, aims to ensure that all young children and their families have access to quality resources that support growth and development.

She also has helped Head Start win a federal grant to expand its services to 48 expectant families, as well as infants and toddlers.

Eichman, the former director, is still involved with Head Start on a contractual basis, as the agency considers development of additional facilities.

He said he is pleased with the choice of Linzmeier as his successor.

State Rep. questions former UC president's compensation

CINCINNATI, OH (FOX19)- State Rep. Connie Pillich sent a letter this week to the University of Cincinnati Board of Trustees asking for further explanation of former President Greg Williams' compensation.

The board decided to reward Williams with $1.3 million over the next two years ?after he abruptly resigned six days before classes began this fall.

"I am hopeful that the Board can provide a more thoughtful and thorough account for former President Williams' pay and his current consulting position with the university," said Rep. Pillich. "It just doesn't seem right that Mr. Williams can collect a salary for a faculty position when he won't be teaching, free campus housing and a generous bonus in light of the circumstances. I think it sends the wrong message to taxpayers and students struggling with the rising costs of higher education. It is also very concerning that they won't be keeping any record of Mr. Williams' "consulting" work going forward. Students, families and faculty deserve some level of accountability when so much public money is at stake."

Williams will receive a retroactive bonus of $112,750 for last year's service, $255,000 for a faculty position with the UC law school, free university housing and a consulting deal worth $500,000 over the next two years.

(AP) ? LeBron James was back in the Miami Heat locker room on Friday morning, took a look around at his teammates and quickly came to a realization.

The reigning NBA champions might even be better this time around.

With 12 players back from last season's championship roster ? foremost among them himself, after a season where he won the NBA's MVP award, the NBA Finals MVP, his first league title and then an Olympic gold medal over the summer for good measure ? the Heat clearly have tons of talent. Adding Ray Allen and Rashard Lewis to the mix figures to make them that much better.

Naturally, James isn't complaining.

"It's scary to see, to look in our locker room today and say that we can be better than we were this past season," James said. "Are we better right now than we were just a couple months ago? Of course not.

"But we have the potential to be better. We have the potential to be a lot better. That is scary."

Friday was the annual media day for the Heat, who open their training camp officially with practice on Saturday morning ? the Heat can open camp earlier than most other teams because they have a trip to China in early October.

Dwyane Wade and Chris Bosh talked about how they're continuing to heal after injuries dogged them in last season's playoffs, and Udonis Haslem was followed around by a camera crew there to, as he said, document "The Little 12," his description for everyone not in the "Big Three" club of Wade, Bosh and James.

Haslem's cameras might have been the only ones not on James, who hasn't spoken publicly much since the Olympics ended.

"He's not on cruise control, no," Heat coach Erik Spoelstra said when asked about James. "He's as driven a professional as I've been around. He understands not only his legacy, but team legacy and the opportunity that this team and organization has. And he savors that. He's the ultimate competitor."

It took James nine years to win that long-coveted first title, after leading the Heat past the Oklahoma City Thunder in five games. His clinching performance was a classic ? a triple-double, 26 points, 13 assists and 11 rebounds. James came out with 3:01 remaining and the celebrating started, waving his arms and jumping on the sideline, then wrapping anyone and everyone he could reach in massive embraces.

So began his summer vacation. It lasted about a week.

Not long after the champagne dried and the Heat parade ended, James went to play for the U.S. Olympic Team, helping the Americans win gold. After that, some business dealings ? including a trip to China and a switch of agents, from Leon Rose to Rich Paul ? took up more of his offseason.

And now, training camp has already arrived.

Not much down time, but neither James nor the Heat seems all that concerned.

"I've worked on a few things," James said.

Dear EarthTalk: I?ve always suspected that perfumes and colognes must not be too healthy simply because of the way the smell of most of them bothers me. Am I correct? Is there information available on this issue??Lucinda Barry, Minneapolis

Ahhh...the sweet smell of petrochemicals! The Environmental Working Group (EWG) reports that, while many popular perfumes, colognes and body sprays contain trace amounts of natural essences, they also typically contain a dozen or more potentially hazardous synthetic chemicals, some of which are derived from petroleum. To protect trade secrets, makers are allowed to withhold fragrance ingredients, so consumers can?t rely on labels to know what hazards may lurk inside that new bottle of perfume.

?A rose may be a rose,? reports EWG. ?But that rose-like fragrance in your perfume may be something else entirely, concocted from any number of the fragrance industry?s 3,100 stock chemical ingredients, the blend of which is almost always kept hidden from the consumer.?

The Campaign for Safe Cosmetics, a coalition of over 100 groups seeking transparency about chemicals in cosmetics, commissioned independent laboratory tests that revealed 38 secret chemicals in 17 leading fragrances. The top offenders?: American Eagle Seventy Seven topped the list with 24, followed by Chanel Coco with 18 and Britney Spears Curious and Giorgio Armani Acqua Di Gio each with 17.

?The average fragrance product tested contained 14 secret chemicals not listed on the label,? reports EWG, which analyzed the Campaign?s data. ?Among them are chemicals associated with hormone disruption and allergic reactions, and many substances that have not been assessed for safety in personal care products.? EWG adds that some of the undisclosed ingredients are chemicals ?with troubling hazardous properties or with a propensity to accumulate in human tissues.? Examples include diethyl phthalate, a chemical found in 97 percent of Americans and linked to sperm damage in human epidemiological studies, and musk ketone, which concentrates in human fat tissue and breast milk.

EWG explains that ingredients not in a product?s ?hidden fragrance mixture? must be listed on the label, so makers disclose some chemicals but ?lump others together in the generic category of ?fragrance?.?

EWG blames the U.S. government in part, pointing out that the Food and Drug Administration ?has not assessed the safety of the vast majority? of secret chemicals used in spray-on products such as fragrances. ?Fragrance secrecy is legal due to a giant loophole in the Federal Fair Packaging and Labeling Act of 1973, which requires companies to list cosmetics ingredients on the product labels but explicitly exempts fragrance,? reports EWG. As such, the cosmetics industry has kept the public in the dark about fragrance ingredients, ?even those that present potential health risks or build up in people?s bodies.?

The built-in noise-cancelling microphone designed to cut out ambient sounds for improved recording clarity - a key feature of headsets designed for in-game voice chat - includes an automated mute function which kicks in when the microphone's boom-arm is raised. A volume control is included on the cable, providing control of both the earphone volume and the microphone volume, while a side-tone switch allows the player to monitor his or her voice while playing.

The headset's biggest feature is its promise of cross-platform compatibility. Unlike some gaming headsets, which need to be purchased for a specific platform, Sennheiser's U 320 is compatible with all major gaming platforms including the Xbox 360, the PlayStation 3 and PC.

"The U 320 ensures the best conditions for enjoying your favourite game," Christian Ern, Sennheiser's product manager, said at the unveiling. "We've worked hard to develop a consistent sound, regardless of the platform, and believe that our efforts will contribute to players everywhere enjoying a better sound experience."

A 4m cable with 2.5mm connector for use with the Xbox should be long enough for most armchair gamers, a pair of RCA jacks for connection to a TV or games console and USB connectivity for the PlayStation 3, PC or Mac.

The Sennheiser U 320 is launching this month, priced at ?109.99.

What Causes Ocean "Dead Zones"?

Dear EarthTalk: What is a ?dead zone? in an ocean or other body of water??Victor Paine, Tallahassee, Fla.

So-called dead zones are areas of large bodies of water?typically in the ocean but also occasionally in lakes and even rivers?that do not have enough oxygen to support marine life. The cause of such ?hypoxic? (lacking oxygen) conditions is usually eutrophication, an increase in chemical nutrients in the water, leading to excessive blooms of algae that deplete underwater oxygen levels. Nitrogen and phosphorous from agricultural runoff are the primary culprits, but sewage, vehicular and industrial emissions and even natural factors also play a role in the development of dead zones.

Dead zones occur around the world, but primarily near areas where heavy agricultural and industrial activity spill nutrients into the water and compromise its quality accordingly. Some dead zones do occur naturally, but the prevalence of them since the 1970s?when dead zones were detected in Chesapeake Bay off Maryland as well as in Scandinavia?s Kattegat Strait, the mouth of the Baltic Sea, the Black Sea and the northern Adriatic?hints at mankind?s impact. A 2008 study found more than 400 dead zones worldwide, including in South America, China, Japan, southeast Australia and elsewhere.

Perhaps the most infamous U.S. dead zone is an 8,500 square mile swath (about the size of New Jersey) of the Gulf of Mexico, not far from where the nutrient-laden Mississippi River, which drains farms up and down the Midwest, lets out. Besides decimating the region?s once teeming shrimp industry, low oxygen levels in the water there have led to reproductive problems for fish, leading to lack of spawning and low egg counts. Other notable U.S. dead zones today occur off the coasts of Oregon and Virginia.

Fortunately, dead zones are reversible if their causes are reduced or eliminated. For example, a huge dead zone in the Black Sea largely disappeared in the 1990s following the fall of the Soviet Union, after which there was a huge spike in the cost of chemical fertilizers throughout the region. And while this situation was largely unintentional, the lessons learned have not been lost on scientists, policymakers and the United Nations, which has been pushing to reduce industrial emissions in other areas around the globe where dead zones are a problem. To wit, efforts by countries along the Rhine River to reduce sewage and industrial emissions have reduced nitrogen levels in the North Sea?s dead zone by upwards of 35 percent.

In the U.S., dead zones have also been reduced in the Hudson River and San Francisco Bay following clean-up efforts. Hypoxic conditions continue to plague the Gulf of Mexico, however, with matters made worse by pollution unleashed by Hurricane Katrina and the BP oil spill, as well as by a federal push to increase Midwest corn production, which effectively loads even more algae-inducing nutrients into the already overloaded system. The Mississippi Basin/Gulf of Mexico Water Nutrient Task Force, a coalition of federal, state and tribal agencies, has been busy monitoring the dead zone and recommending ways to reduce it since its formation in 1997. But with industrial and agricultural activity throughout Gulf and Midwestern states only increasing?and Mother Nature not making the job any easier?the task force has an uphill battle on its hands to say the least.

The Morning After Pills Given Out to Students in New York | Black ...

13 New York City schools have launched a pilot birth control program that allows teens to receive the Plan B pill. The program began last year and may be expanding citywide. Parents have the option to ?opt out? of the program, by signing a form that is sent home with students. However, the city?s Board of Health states only 2% of parents have chosen to have their child not participate in the program. Without signing the waiver, teens can obtain various forms of birth control, including ?the morning after pill?, and other oral contraceptives, condoms, and injections.

When the program first launched, over 500 teenage girls ages 14 to 18 out of the 12,000 female students in attendance at the test schools were given the pill that prevents pregnancy up to 72 hours after having unprotected sex. The program?s first year only included 5 schools, and this year it has increased to 13.

Executive Director of the National Association of School Nurses (NASN), Donna Mazyck, says she has yet to come across another program like this. The program is called Connecting Adolescents To Comprehensive Health, or CATCH, and attempts to reduce teen pregnancy rates, a common reason many teen girls drop out of school. However, many parents believe programs like this encourage unsafe sex rather than protect teens from unplanned pregnancies.

Students have had access to condoms at many schools, but now types of birth control available without parental consent (with the exception of the opt out form) include Depo-Provera shots, birth control pills, and now Plan B.

German business optimism drops 5th month in row

FRANKFURT, Germany (AP) ? Business optimism in Germany fell for the fifth month in a row, a closely-watched survey showed Monday, in another sign that Europe's debt crisis is weighing on the continent's largest economy.

The Ifo index dipped to 101.4 in September from 102.3 in August. The consensus in the markets was for no change. The index is what economists call a leading indicator ? it provides clues to where the economy is going in the coming months. The index is based on surveys of 7,000 businesses in Germany. It is calculated using the 2005 average as 100.

Germany's government is in relatively good financial shape and its economy has performed strongly over the past couple of years when compared to the other 17 countries that use the euro as their currency.

The country is Europe's economic powerhouse with a ?2.6 trillion ($3.36 trillion) gross domestic product ? the region's largest. The German economy grew 0.3 percent in the second quarter from the quarter before, but some economists see the country heading for a recession in the second half of the year.

Fully 43 percent of Germany's exports go to its euro partners and the troubles in the single currency zone are worrying businesses and consumers in Germany. Growth is also stalling across the other 16 countries in the eurozone. Fears are mounting that Germany's economic clout will not be enough to stop the region from falling into recession.

Concerns over the eurozone debt crisis eased after the European Central Bank president Mario Draghi announced a plan to buy government bonds of indebted countries, such as Spain and Italy, if they agree to take steps to reduce their deficit.

But growth prospects for the currency union remain weak. Governments are cutting spending to reduce debt, withdrawing stimulus from their economies and sending unemployment higher.

On top of that, the high interest rates on government bonds in Spain and Italy ? driven up by default fears ? have filtered through to corporate borrowing, meaning businesses in those countries face an added burden of elevated interest costs for the credit they would need to invest and expand.

"Today's Ifo index shows that German companies remain skeptical about the economic impact of Mario Draghi's magic," ING analyst Carsten Brzeski said.

"Despite fears of a looming eurozone breakup clearly fading away, German businesses are downscaling their expectations. The structural adjustments in Germany's eurozone trading partners will take time and will dampen demand for German products."

Germany's economy grew 0.3 percent in the second quarter from the quarter before, but some economists now see the country heading for a recession in the second half of the year. Others think it will escape without one.

Holger Schmieding, chief economist at Berenberg Bank, said monthly data such as the Ifo could be volatile, and that other indicators such as surveys of purchasing managers supported the view that Germany could still avoid recession.

"The drop in Ifo business confidence is a potent reminder that the outlook for the German and eurozone economies still hangs in the balance," Schmieding said.

WARWICK, R.I. (AP) ? The owner of a foul-mouthed cockatoo in Rhode Island who was slapped with a $15 fine for violating a noise ordinance is appealing.

The Providence Journal reports (bit.ly/RUIVG4) that Warwick resident Lynne Taylor is appealing to a state court a fine imposed by a municipal judge. The judge said Taylor had broken a local law that prohibits residents from letting their pets habitually howl, bark or make other noise.

Taylor's lawyer says the ordinance is unconstitutional because it gives no parameters for what noise constitutes a violation. He notes the statute says that if someone is annoyed, it's a public nuisance.

A neighbor accused Taylor's bird of parroting vulgar phrases, cursing and loudly speaking expletives. The neighbor lives with Taylor's ex-husband.

Fracking Regulations In States Leave Wells Without Inspection ...

Hundreds of thousands of active oil and gas wells go without government inspection in any given year, and fines for regulatory violations are too small to change drilling company behavior, according to an energy watchdog group's review of regulation and enforcement activities in six states.

The 124-page report, released Tuesday by the Oil & Gas Accountability Project at Earthworks, an environmental and public health advocacy group based in Washington, examined well inspection data, violations, enforcement actions and penalties in Colorado, New Mexico, New York, Ohio, Pennsylvania and Texas.

The analysis suggested that state regulators are often understaffed, underfunded, or otherwise unable to keep pace with rapidly expanding oil and gas exploration and the attending risk of spills, leaks, contamination and accidents that might arise through negligence or deliberate shortcutting. The review lands amid a contentious presidential election that has been animated in part by starkly different views on energy development and the appropriate role of the federal government in ensuring that public health and the environment are protected from industrial activity.

"I was surprised at how uniformly inadequate things were," said Bruce Baizel, a staff attorney with Earthworks. "If you compare this to building a house -- you have to have multiple inspections during the home-building process. Why is that not the case here, with oil and gas drilling? It should be. But you can get a permit to drill a well and never see a single inspection. The regulators don't like for that to happen, but it does happen."

Oil and gas industry representatives, as well as state regulators, quickly dismissed the report as both flawed and biased.

"As could be expected from Earthworks, this is not a scientific study or even a sincere attempt to fix any supposed problems with state regulation," said Lee Fuller, vice president of government relations for the Independent Petroleum Association of America, an industry lobby group. "Its key recommendation is to shift the burden of proof away from those making accusations about impacts and onto the industry, which naturally would give Earthworks more power to shut down oil and gas development with even less evidence."

Among other things, the new analysis, which took two years to complete and was partially funded with a grant from the Heinz Endowments, a philanthropy based in southwestern Pennsylvania, found that only a fraction of active wells in any of the six states examined are actually inspected by state regulators to ensure that they comply with state rules and regulations.

Texas had the best record on that front, with 47 percent of active wells receiving some inspection in 2010. In Pennsylvania, which has seen an unprecedented boom in natural gas drilling over the last decade, only 9 percent of active wells -- or only about 8,000 of the state's roughly 90,000 active wells -- were inspected.

In some states, requirements for frequency of inspection are non-existent, the analysis showed. In others, recommended guidelines have been developed, but often go unmet. Pennsylvania's guidelines, for example, call for at least five inspections of each well during the drilling and preparation stages -- the period when most problems typically occur -- and at least one inspection per year after completed wells begin producing, according to the Earthworks analysis.

In an email message, Katherine Gresh, a spokeswoman for the Pennsylvania Department of Environmental Protection, argued that the Earthworks report created a skewed picture by conflating data on tens of thousands of older and safely operating conventional wells, and newer sites that are plumbed using horizontal, hydraulic fracturing.

"DEP focuses its inspection efforts on wells during the site development and drilling phases, which is when environmental issues are expected to arise, to ensure the environment and public health and safety are protected," Gresh said. "Once a well is in production, which the tens of thousands of conventional wells noted in the Earthworks report are, it is essentially a static operation. Wells typically operate without issue for decades. By failing to differentiate between conventional and unconventional wells in terms of inspections, and combining newly drilled wells with wells that were drilled decades ago, the Earthworks report is comparing apples to oranges and misleading the public."

Gresh added that in 2011, the department conducted inspections at 3,837 of the 4,894 unconventional wells in Pennsylvania -- a rate of 78 percent. "To inspect every active well in Pennsylvania, the commonwealth would need to employ thousands of DEP inspectors who would spend considerable time inspecting sites where no environmental issues are expected," Gresh said. "Instead, we focus our resources and efforts on the active well construction and drilling phases, which is where the focus obviously should be."

The Earthworks analysis also argued that while penalties have been increasing in many states, the sums pale in comparison with profit being reaped by drilling companies. The total amount of fines collected from 2009 to 2011 ranged from a high of $4 million (collected in Pennsylvania in 2010) to a low of $14,000 (collected the same year in New Mexico), according to the analysis. By comparison, the market value of a single gas well in Pennsylvania, the report found, was estimated to be about $2.9 million, suggesting that companies are able to simply absorb penalties as a cost of doing business, rather than alter behavior.

"In preparing to do this research, we did an initial round of discussions with former regulators and ex-industry inspectors," Baizel said. "They pretty much cut to the chase and said money matters. They told us you'll only get the industry's attention if you hurt their pocketbook, and that anything less is really just the cost of doing business to them.

"You have to have economic consequences in enforcement," Baizel added. "That was the bottom line."

Oversight of energy development has become a central issue in the 2012 presidential campaign, with the administration of President Barack Obama coming under withering attack from Republican challenger Mitt Romney for what he describes as stifling and onerous regulation of oil and gas producers. Fossil fuel producers have also redoubled advertising and lobbying efforts to unseat Obama in November.

In an energy policy white paper released last month, Romney argued that "President Obama has intentionally sought to shut down oil, gas, and coal production in pursuit of his own alternative energy agenda," and that "states have crafted highly efficient and effective permitting and regulatory programs that address state- specific needs.

"[F]rom oil and gas and coal to wind and solar and biofuels," the Republican candidate continued, "states are far better able to develop, adopt, and enforce regulations based on their unique resources, geology, and local concerns."

Baizel said the review of state policies suggests that is not the case.

"Romney needs to read the data in this report, because it doesn't support what he's suggesting," Baizel said. "The states are not able to enforce the rules as they are, so piling more on their plate is not going to get a better result." Baizel added that proper oversight needs increased cooperation among local, state and federal agencies.

In response to an email query, an aide with the Romney campaign noted that under the candidate's proposed plan to shift more regulatory responsibility to the states, federal agencies would "certify state processes as adequate" before control is transferred.

Carlton Carroll, a spokesman for the American Petroleum Institute, the largest national trade group representing oil and gas companies, said the industry was already among the most heavily regulated in the country -- both at the state and federal levels.

"Our companies comply with numerous federal statutes including the Clean Water Act, the Safe Drinking Water Act, the Clean Air Act, the Emergency Planning and Community Right to Know Act, and Occupational Health and Safety Act," Carroll said in an email. "Our companies also comply with numerous state regulations and stringent industry standards. We maintain our commitment to safety and environmental stewardship. The future of our industry and fueling America's future depends on it."

Still, the Earthworks report, titled "Breaking All the Rules," suggested that in many states, regulators are pressured to by industry representatives to rush permitting at the expense of careful oversight.

"During oil and gas booms, state agencies typically come under pressure from the oil and gas industry (as well as some elected officials) to expedite permits for drilling and other oil and gas development processes," the report noted. "By reducing the time spent on reviewing permits, agencies are less likely to consider site-specific permit conditions, which could ultimately impede enforcement actions.

"This report shows that states across the nation are betraying one of the basic agreements between government and the governed: to enforce the law," the report concluded. "That betrayal feeds into the growing lack of confidence that government should be about equal treatment and not about financial or political clout."
